Neither the Bishop of Manner nor the Tamil National Alliance had done anything for the welfare of the internally displaced Muslims. Whenever Muslims issues came to be addressed, both parties tried to block them, alleged All Ceylon Muslim Congress Leader, Industry and Commerce Minister, Rishad Bathiudeen.
 
"We are not asking them to do anything, but why are they on a mission to block welfare needs of these needy people, though I, as the Rehabilitation Minister, fought for the rights of Tamils and Catholics alike," he told a press briefing on Thursday in Colombo.
 
The Vanni District MP said that the resettlement of Northern Muslims was very crucial because Muslims had never supported separatism and as a result they had faced reprisals and almost 79 mosques and 79 Muslim schools had been attacked by the LTTE.
 
The Minister commended initiatives by President Mahinda Rajapaksa and their implementation by Economic Development Minister Basil Rajapaksa.

Dear Minister,

The Memo sent to HEP is shown below by me for your kind perusal, and suitable action to restore our North Muslims rights to live without any interference in their HOME TOWN with the meaningful compensation and other facilities.

In this regard, I got a reply from the HEP that the CONTENTS IN MY LETTER HAVE BEEN DULY NOTED.

MEMORANDUM REGARDING THE INTERNALLY DISPLACED PERSONS ( MUSLIMS )
FROM THE NORTHERN PROVINCE DUE TO LTTE ACTIVITIES

1. I am the registered District Organizer for Mannar District from the year 1988 and am now resident at the above address. During the 1994 Presidential Election, I led single-handedly, with my own finances the campaign and secured nearly more than 95% of cast votes.
2. This is a memorandum regarding the Internally Displaced Persons (Muslims ) who were forcibly evicted from their houses and homes in 1990, for Your Excellency’s kind attention and early remedy, especially in view of the forth coming Presidential Election.
3. As the Party Organizer I am obliged to bring the following facts to Your Excellency’s notice so that false promises by the other candidates would not detract the Muslims.
4. I list out below in point form the serious issues that require early rectification.

4.1. Disturbance in Ethnic Ratio
a) Restoring the ethnic ratio in the District to 1990 level.
b) Ensure restoration to ethnic group the villages inhabited in 1990, if any change in the composition of ethnicity had taken place.

4.2. Deprivation of Movable and Immovable Properties
a. Restoring the status quos to 1990 October , 29th (the date of eviction being October, 30th) of all the immovable properties including lands, houses, shops, stores, mills, paddy lands and other cultivations inhabited and uninhabited lands that were left high and dry due to sudden eviction without any rhyme or reason.
b. Payment of adequate compensation for the period of loss or damage caused to movable properties, agricultural implements like tractors, transportation means motor vehicles including lorries trucks etc..
c. Adequate compensation for loss of income for twenty years, due to non pursuance of agricultural activities, business activities and non pursuit day to day other professions.

4.3. Education setbacks
a) Recompense and reparation for loss or disruption of educational facilities due to sudden change of residence which necessitated change of schools and /or denial of admission on residential consideration. (In this instance I would like to draw a corollary to what was done by Singapore/Malaysia Governments just after the World War II – 1945, where even the Birth Certificates were altered by adding five years to the date of birth.)

4.4. Draw backs in Employments
a) Hypothetical retirement benefits as on reaching sixty (60) years for those who had opted to retire prematurely in 1990.
b) Affording priority consideration and age concession when recruiting personnel for any employment in Govt and Private sector.

4.5. Recompense for loss of business/income
a) Restoring various business agencies lost due to eviction in 1990.
b) Exemption from all taxes like income tax, business turn over tax to local body rates. Alternatively if payments have already been made, reimbursement of such payments, along with tax exemption for another ten years on compassionate consideration.

4.6. Retardation of development work
a) Reactivating all development work that got suspended in 1990 due to eviction along with implementation of plans that would have otherwise gone on schedule.

5. I am giving wide publicity to these points among the Displaced Muslims. Therefore, an adequate and acceptable response to the above subjects by Your Excellency’s campaign managers, I am confident, would certainly draw Muslim votes to Your Excellency’s side.

6. Alternatively, I suggest that Your Excellency make a good response personally in the print and electronic media.
